The Shire of Dowerin has officially adopted its 2025–2035 Community Strategic Plan, a key document that sets out the long-term vision, aspirations, and priorities of the community for the next decade.
Developed with extensive community input, the plan represents the highest level of engagement ever achieved in Dowerin, with more than 100 residents contributing through workshops, surveys, and direct conversations. This strong response demonstrates the community’s commitment to shaping Dowerin’s future and ensuring the Shire’s direction reflects local values and priorities.
Shire Chief Executive Officer, Manisha Barthakur, said the plan provides a strong foundation for future decision-making:
“This plan is a true reflection of our community’s voice. It captures what matters most to the people of Dowerin and sets out a clear roadmap for where we want to be in ten years’ time. Council and staff will use the plan as a guide in everything we do, from budgeting and service delivery to planning for new projects and opportunities.”
The 2025–2035 Community Strategic Plan identifies five key focus areas:
Community Wellbeing – fostering a safe, inclusive and connected community where people of all ages can thrive.
Local Economy – supporting business growth, tourism, and innovation to create new opportunities.
Environment and Sustainability – caring for and enhancing Dowerin’s natural environment for future generations.
Infrastructure and Services – ensuring essential facilities and services are well maintained and meet community needs.
Governance and Leadership – providing open, accountable, and responsive leadership.
The plan is a central part of the Shire’s Integrated Planning and Reporting Framework, as required under the Local Government Act 1995. It will be supported by the Corporate Business Plan, Long-Term Financial Plan, and Workforce Plan, ensuring the community’s aspirations are translated into practical action.
“The adoption of this plan marks an important milestone for Dowerin,” Ms Barthakur said. “It not only sets out our shared vision for the next decade but also gives us the framework to measure our progress and celebrate our achievements along the way.”
